Chapter One: Introduction
1.1 Background of the Study
Civil society organizations (CSOs) have emerged as critical actors in shaping public policy, particularly in sectors such as healthcare. In Gombe Local Government, Gombe State, healthcare delivery faces challenges such as inadequate infrastructure, poor funding, and limited access to quality medical services (Abubakar & Lawal, 2023). CSOs have played a significant role in addressing these challenges by advocating for better healthcare policies, mobilizing resources, and providing health services to underserved populations. These organizations often act as intermediaries between the government and communities, ensuring that healthcare policies are responsive to the needs of the people (Isa & Yusuf, 2025).
Despite their efforts, the extent to which CSOs influence healthcare policy in Gombe remains under-researched. This study investigates the role of CSOs in shaping healthcare policy in Gombe Local Government, examining their strategies, impact, and the challenges they face in advocating for improved healthcare delivery.
1.2 Statement of the Problem
Healthcare in Gombe Local Government continues to face significant challenges despite the active presence of CSOs. While these organizations have contributed to healthcare delivery, their influence on policy formulation and implementation remains unclear (Bello & Usman, 2024). This study seeks to understand how CSOs shape healthcare policy and the barriers they encounter in their advocacy efforts.
